It is not yet known when or where the picture was taken.
The picture has caused a storm on Twitter, with people voicing concerns about both safety and ethics.

“We cannot find the source because the picture is quite blurry and it is difficult to see the peoples’ faces,” said the DA’s national spokesperson Phumzile van Damme.
“It is really unacceptable that our activists are being transported in an unsafe manner. The activists are the heartbeat of our party.”
